Angola's legal framework for early childhood initial teacher education (Presidential Decree No. 273/20, 2020)
Presidential Decree No. 273/20 regulates the Initial Training of Teachers and Early Childhood Educators in Angola to raise the quality of education through rigorous criteria for teacher attraction, selection, and training. The legislation structures qualifications and requires curricula to include five essential components: cultural contextualization, language and subject-matter mastery, general educational training, teaching methodologies, and supervised internships in Practice Schools (Escolas de Aplicação). To ensure the excellence of teacher policy, the document establishes a continuous quality assurance mechanism, subjecting programs to cyclical internal (every five years) and external evaluation processes for the renewal of their legal operating authorization.
