Costa Rica. The state of public teacher policies

This report analyses the state of public teacher policies in Costa Rica. It was prepared with the support of the Inter-American Dialogue, the State of the Nation Programme of the National Council of Rectors, and the technical team behind the State of Education Report.

The report is part of a series of follow-up reports by the Partnership for Educational Revitalization in the Americas (PREAL) that focused on four countries: Argentina, Costa Rica, Panama and Peru. It follows a first series of reports on teacher policies in the Dominican Republic, El Salvador, Guatemala and Honduras, published in 2015.

The first part of the report outlines the main developments and challenges within the Costa Rican education system. The second part focuses on the current state of teacher policies in the country and addresses three issues: a) providing the conditions for effective teaching; b) recruiting, hiring and retaining talented teachers; c) implementing a system that promotes good teaching practice. Finally, the third part provides recommendations for addressing the challenges.
