Consultancy contract - Request to submit a written proposal for a work assignment with UNESCO

UNESCO is inviting written proposals from Individuals for the work assignment described in attachment A.

To enable you to prepare a proposal for this assignment, please find attached the following document(s):

  • Terms of Reference (see attachment A)

Your written proposal should comprise:

a)  A Technical Proposal consisting of:

  •  an up to date curriculum vitae in UNESCO format,
  • an approach and methodology for the assignment, including a work plan in line with the Terms of Reference (no longer than 2 pages).

b)  The amount to be charged for the assignment, which should be quoted in US dollars or in Euros only for the tentative period 15 January 2021 – 15 December 2021 as a monthly fee.

Although not envisioned as necessary, please include any costs for travel (transportation + daily per diem) to Paris as a separate budget line.

Your proposal and supporting documents must be in English.

UNESCO places great emphasis on ensuring that the objectives of the work assignment, as described in the Terms of Reference, are met. Accordingly, in evaluating the proposals for the assignment, attention will focus first and foremost on the technical elements. From those proposals deemed suitable in relation to the criteria set forth in the Terms of Reference, UNESCO shall select the proposal that offers the Organization best value for money.

Your proposal should be submitted by e-mail no later than close of business (18h00) on 11 January 2021. E-mail proposals should not exceed 5MB.

Attachment A

Terms of Reference – Knowledge management and events (Junior-Level Consultancy)

I. BACKGROUND

The International Task Force on Teachers for Education 2030, also known as the Teacher Task Force (TTF) is a unique partnership created in 2008 to advocate for teachers and the teaching profession around the world. It is dedicated to raising awareness, expanding knowledge and supporting countries towards achieving target 4.c of SDG 4.

To support its workplan, the TTF is seeking a consultant to provide support to the Teacher Task Force in 2021, in particular for its main lines of action 2 (Knowledge creation and dissemination) and 3 (country support and engagement).

 

II. DUTIES AND REQUIREMENTS

Under the supervision of the Chief of Section, the Senior Project officer, and the Project Officer, the Individual Specialist will support the Teachers Task Force Secretariat in 2021 in the following major areas:

  • Knowledge platform:

o   Provide support to the Member Space, in particular moderating the requests for membership and document submissions.

o   Provide support to both the Francophone African and the LAC regional group member space, and ensure the quality control for the Spanish version of the Knowledge Hub.

  • Thematic groups:

o   Coordinate the submissions following the Call for Expressions of Interest process and prepare documents for the Steering Committee.

o   Support the organisation of the information meetings with the groups, collate documents and submissions, and integrate into the work plan.

o   Support the organisation of any webinars or events during the year organised by the respective Thematic Groups.

o   Support to the Project “Education response to COVID-19: Distance Learning and training Strategies: Latin America and the Caribbean Region”:

o   Collate information generated by the project and ensure that it is communicate to the relevant TTF partners and stakeholders in English and Spanish.

o   Support the organisation of knowledge sharing events, including drafting concept notes, supporting the logistical organisation, identify partners, etc.

  • World Teachers’ Day 2021:

o   Support the TTF activities to mark 2021 World Teachers’ Day, including the preparation of policy briefs and other documents.

o   In liaison with the relevant UNESCO field/cluster offices, support the organisation of the regional event for Latin America and the Caribbean, working with TTF member organisations and national focal points.

  • 2021 Policy Dialogue Forum:

o   Prepare and collate of background documents on the theme of the Forum.

o   Leverage the TTF knowledge platform for the creation of virtual working spaces, including using an appropriate mobile application for the organisation of the conference.

 

III. DELIVERABLES

The outputs for the work shall include:

  1. 100% of member space requests dealt with in a timely manner (less than 5 working days for each) and at least 10 documents/events submitted.
  2. One thematic group briefing document prepared for the Steering Committee February 2020 meeting in relation to the selection of the coordinators.
  3. At least 2 events and 10 relevant documents in English, Spanish or French uploaded to the knowledge platform document database.
  4. One thematic groups briefing meeting organised, including with the relevant documentation. Corresponding updates made in the Knowledge Platform member space.
  5. At least 2 communication documents produced in support of the LAC regional project (2-4 pages each in English and Spanish).
  6. TTF members and at least 10 other regional and national key stakeholders contacted as part of the LAC regional project.
  7.  Support to the organisation of at least four thematic group meetings held in 2021.
  8. Working with the TTF Secretariat, at least one fact sheet and/or policy brief produced in Spanish for World Teachers’ Day (approx. 2,000 words).
  9. At least 2 background documents (including logistical documents of at least 5 pages each) prepared for the 2021 PDF.
  10. One virtual space created within the TTF Members working space and one mobile application populated for the organisation of the 2021 PDF
  11. Final documentation, minutes and presentations collated following the 2021 PDF and a brief (2-3 page) round up article drafted.

 

IV. QUALIFICATIONS AND REQUIREMENTS

Education

  • Advanced University degree (Master’s or higher) in public policy, international development, communication, education planning, or other related field.

Work Experience

  • A minimum of two years of professional experience as a researcher and/or analyst in one of the following areas of expertise: education policy, research and analysis, teachers, educator training, learning, equity.
  • Experience in general project management support.
  • Prior relevant experience in a UN agency or organization is an asset.

Skills/Competencies

  • Demonstrated ability to work effectively and independently within a complex and multicultural environment
  • Strong and proven interpersonal and communication skills
  • Capacity to deliver high quality results within specified timelines.
  • Ability to plan and deliver projects, including with a large number of stakeholders, in a timely manner.

Languages

  • Fluency in both written and oral English and Spanish is a requirement, and a working level of French is desirable.

 

Reporting, Roles & Responsibilities

The consultant will work in collaboration with the Secretariat of the Teacher Task Force. UNESCO will provide technical support throughout the assignment as necessary.

The consultant will be responsible for arranging their own computer equipment, office space, and telecommunications fees. The consultant is expected to conduct the assignment efficiently and professionally and to communicate with UNESCO in a timely manner. They will work full time, at a distance. Some travel may be a requirement of this consultancy, depending on the international sanitary situation.
