Presentation of the Global Report on Teachers at the Fourth International Educational Conference in Kuwait

The Teacher Task Force will present its Global Report on Teachers, titled Addressing teacher shortages and transforming the profession, at the Fourth International Educational Conference of the Gulf Arab States Educational Research Center (GASERC), taking place on 5-6 November 2024 in Kuwait.

This event will bring together educational leaders, policymakers, and experts to discuss the future of education in Gulf countries, focusing on critical issues like teacher shortages and education reform. The conference will cover a range of themes, including supporting teachers to lead education transformation, the role of digital technologies in education, and improving education financing. The Teacher Task Force will highlight key findings from the Global Report, emphasizing the urgent need to address global teacher shortages and transform the profession.

The event will be conducted in both Arabic and English, with simultaneous interpretation available. Participants can also follow the conference online via a livestream on the GASERC YouTube channel, with recorded sessions available afterward.

Consultation on the revision of the 1966 ILO/UNESCO Recommendation concerning the Status of Teachers and the 1997 UNESCO Recommendation concerning the Status of Higher-Education Teaching Personnel

On 18 June, an online consultation will be held from 13:00-15:00 (Paris time) with members of the Teacher Task Force on revising the 1966 International Labour Organization and UNESCO Recommendation concerning the Status of Teachers and the 1997 UNESCO Recommendation concerning the Status of Higher-Education Teaching Personnel.

The 1966 and 1997 Recommendations set international standards for the rights and responsibilities of educators at all levels. These recommendations serve as a foundation for developing effective teacher policies, standards, and practices. However, significant changes over the past decades have presented new challenges that these recommendations do not fully address. Emerging trends such as increased diversity, digital technologies, crisis-affected contexts, new teacher qualification pathways, and gender equity issues necessitate a revision of these recommendations.

The aim of this consultation is to gather inputs from TTF members regarding the potential revision of these international normative instruments. These inputs will inform the Preliminary Study on the Technical and Legal Aspects relating to the Desirability of Revising the 1966 and 1997 Recommendations, to be analyzed at the UNESCO Executive Board's next session in Autumn 2024.

The discussion will be guided by the most recent and relevant literature, namely the Recommendations of the High-level Panel (HLP) on the Teaching Profession and the 2024 Global Report on Teachers: Addressing teacher shortages and transforming the profession. The conversation will be divided into eight breakout rooms – each dedicated to one of the two Recommendations and split per language group. It will be based upon three main pillars:

  • Emerging challenges concerning the teaching profession,
  • Desirability of revising the Recommendations, and
  • Suggestions of revisions to the text of the Recommendations.

Participants will be invited to provide oral and written comments during and after the consultation.

The consultation will last 120 minutes and will be conducted in English, with breakout rooms organized and moderated in English, French, Spanish, and Arabic.

School Leadership Network's last global meeting of 2023

Join us for our thematic group's Final Global Meeting of the year! The meeting will convene school leaders, NGOs, academia, policymakers, and other relevant stakeholders to provide inputs on the importance of building school leadership communities, how they can be promoted through a shared common vision and their influence in student outcomes. Conclusions that emerge from this meeting will contribute to the GEM Report 2024/5 on Education Leadership. In the meeting, you will have the opportunity to hear from José Weinstein. José was Chile’s Undersecretary of Education (2000-2003), and Chile’s first Minister of Culture (2003-2006). He has created and directed programs on school improvement and youth development. He is currently the Director of the School Leadership Program at Diego Portales University, where he is a Full Professor. His recent work has focused greatly on school leadership development and capacity improvement of vulnerable schools.

School Leadership Network's second meeting

Organized in partnership with UNESCO GEM Report and the Teacher Task Force Secretariat, the meeting will convene school leaders, NGOs, Academia, policymakers, and other relevant stakeholders to provide inputs on relevant policies affecting school leaders on attraction and selection, development and shortages of teachers and teaching staff. 

The School Leadership Network (SLN) Global Meetings are 90 minutes Zoom meetings, open to all network members and designed to promote deep and insightful conversations about school leadership. Conclusions that emerge from this meeting will contribute to UNESCO-TTF Report on Teacher Shortages and GEM Report 2024/5 on Education Leadership. 2023 Global Report on Teachers - consultation

The Teacher Task Force is organizing a consultation to receive inputs from TTF members on the outline of the first Global Report on Teachers, which will be produced jointly by UNESCO and the TTF. This biennial report will fill a gap within a body of global public goods and aim to use data and analysis to improve teacher-related education policies and programmes focusing on different thematic areas. Its first edition will examine teacher shortages looking at data, the multiplicity of causes, possible factors to address the issue, financing, future research and recommendations.

The aim of the consultation is to receive inputs from TTF members on the outline of the report. Members are invited to provide their inputs on topics and data, case studies, best practices, share relevant bibliography, and major issues that have been not included in the outline. Oral and written comments are welcome during the consultation on 24th May, and written comments also via an online form until 7th June.

Transforming Education follow-up - Regional Youth Consultations

The Transforming Education Summit, convened by the UN Secretary-General and a key initiative of Our Common Agenda, was a once-in-a-lifetime opportunity for key stakeholders to come together and map a new path for education with a view to elevate education to the top of the global political agenda and to mobilize action, ambition, solidarity and solutions.  
It created space for inter-generational dialogue between youth and key decision-makers, ensuring that young people's aspirations for the futures of education were brought to the forefront. 


At the summit, the Youth Declaration on Transforming Education – a historical document representing the outcome of an extensive consultation process with nearly half a million youth from over 170 countries and territories - was presented to the Secretary-General and world leaders. Its aim is to drive political commitment on the need to transform education and build young people’s ownership over this process by outlining young people’s collective vision, demands, and commitments on education transformation.  


As a follow-up to the summit, a Global Youth Initiative will provide a strategic framework for collective action to take the recommendations of the Youth Declaration forward, localize them at the regional and country levels, and support the growth of a bottom up education global movement.  


In order to gather young people’s inputs on the priorities, opportunities, and challenges/supports need to transform the youth declaration recommendations into concrete actions at the local, national, and regional levels, the SDG4 Youth Network together with other youth and student networks is hosting regional youth consultations in November 2022. The input from these consultations will feed into development of the broader Global Youth Initiative, which will presented to the SDG4 High-Level Steering Committee in December 2022.  

The objectives of the regional youth consultations are to: 

  • Gather young people’s, including young teachers', inputs focused on the priorities, opportunities, and challenges/supports needed to transform the youth declaration recommendations into concrete actions at the local, national, and regional levels.
  • Help shape the Global Youth Initiative, which will take forward the recommendations of the Youth Declaration.
  • Identify support needed to enable and empower young people at the country and regional levels to continue engaging meaningfully in the Summit follow up.

All young teachers, students, youth leaders, youth networks and organizations working and advocating for young people in education are welcome to attend. However, during the consultation, it is youth who will voice their ideas/inputs. A report will be prepared after each Regional youth Consultation, which will inform the development of the Global Youth Initiative.

Teacher Task Force consultation on ECCE teaching personnel

In preparation of the World Conference on Early Childhood Care and Education, the Teacher Task Force thematic group on Early Childhood Education and Care and UNESCO are convening a consultation to discuss the first draft of a new research paper on ECCE personnel. This new paper will be an important input into the discussions to take place during the World Conference around ECCE personnel and help frame future discussions around this key issue.

ECCE teaching staff and educators are one of the four main themes of the World Conference and the World Report on ECCE, particularly i) covering training systems including attraction, recruitment and gender disparities; ii) professionalization focusing on certification, licensing, career advancement and coaching; iii) supervision and leadership; iv) ECCE workforce in the non-state sector; and v) parenting.

The aim of this consultation meeting is to:

  • Receive feedback from members on the draft paper on ECCE personnel, share good practices and experiences, and bring together stakeholders to prepare for the conference.
  • Identify main issues to be discussed during the parallel session on teachers during the World Conference.

Interpretation in English, French and Spanish will be provided.
