3rd Global Report on Adult Learning and Education
This report plays a key role in meeting UNESCO’s commitment to monitor and report on countries’ implementation of the Belém Framework for Action, adopted by 144 UNESCO Member States in 2009 at the Sixth International Conference on Adult Education (CONFINTEA VI). In the Belém Framework for Action, countries agreed to improve Adult Learning and Education (ALE) across five areas of action: policy; governance; financing; participation, inclusion and equity; and quality.
Pre-service education and in-service training for ALE teachers and facilitators as well as requirement of initial qualifications for teaching in ALE programmes have been identified as key areas for monitoring quality in the provision of ALE. These are discussed in pages 56 ff. of the report.
