Value for money guidance note: Teachers and teaching

The GPE Secretariat has published a three-part series of guidance notes to unpack the complex and inherently interlinked questions that underpin value for money in education. As a partnership with a strong emphasis on fostering the role of partner countries, one of GPE’s roles in improving investment in education is providing guidance for policy makers and other decision makers.

This series provides practical advice on important choices, clear guidance where evidence exists and information about the kinds of consequences stemming from policy choices. The edition on Teachers and Teaching, written by Paul Atherton and Alasdair Mackintosh, uses the available literature to focus on specific choices that have to be made on how teachers are recruited, managed and supported to promote learning for all. It tries to deal with the hard trade-offs faced by governments—such as between increasing teacher remuneration and hiring additional teachers—alongside the more complex, nuanced trade-offs between teacher training methodologies and the challenges in assessing good teaching.
