How to recruit teachers for hard-to-staff schools: A systematic review of evidence from low- and middle-income countries

This research article presents systematic review of government-implemented policies to increase the quantity or quality of teachers in hard-to-staff schools in low- or middle-income countries. The evaluated policies include mostly financial incentives as well as behavioral and informational interventions, although for these there are fewer evaluations available. Results reveal that financial incentives are often effective at increasing teacher supply and reducing turnover in hard-to-staff schools.
