Guatemala. The state of public teacher policies

This document is part of a series of follow-up reports on teacher policies by the Partnership for Educational Revitalization in the Americas (PREAL). These reports seek to foster informed debates on public teacher policies through national studies that systematically illustrate the status and scope of these policies in each country's schools.

Prepared by the Centro de Investigaciones Económicas Nacionales [National Economic Research Centre – CIEN] and the Inter-American Dialogue, the report analyses several areas of teacher policies in Guatemala and highlights that recruitment, selection and retention processes are not oriented towards talented teachers, and that a system that promotes good teaching practice is needed.

The study focuses on teachers in the public education system and includes a review of laws and practices in public or official schools. It does not seek to review all teacher policies, nor the teaching profession as a whole, but rather focuses on a selection of priority questions and indicators as a starting point for discussion.
